Congratulations France!
You just made the UN Irrelevant.
France Will Vote Against Iraq Resolution
Chirac said in a televised interview that France would vote against any resolution that contains an ultimatum leading to war "no matter what the circumstances."

I like how when a country decides to act within their conscience, as a member of the security council, they are charged with "making the UN irrelevant".

Hmm...you missed the point.
"no matter what the circumstances."
So now, you've just said "Disarm or well send you the next warning in a PINK envelope! Woo-hoo!"

My interpretation of that "no matter what the circumstances" centers around the present proposals being put forward. E.g. they're saying "it doesn't matter what chickenshit proposal you put forward so that you can feel good about invading, we're not going to go along with it."
I certainly don't believe, for example, that if Iraq invaded Kuwait again that the French would say "sit around, do nothing".

True, but if Saddam keeps the inspectors running around playing "Where's WMD?" for the next six years, are they going to say "Well, this time send the resolution in the Orange envelope"?

Let me ask this, are the countries voting with the US just "being dragged along by the world's bully"? Would France fall into that catagory if they changed their mind and sided with us?
