Why is it that a puny airport like Fort Wayne International can have easy internet access but where I'm going to won't.

Why is it that a puny airport like Fort Wayne International can have easy internet access but where I'm going to won't.

I should think it's obvious:
Upgrading FWA to have wireless probably takes about two APs to cover the entire terminal.
Upgrading ORD to have wireless, with all its nooks and crannies, and all its dead-end concourses, would probably take a couple hundred APs.
The barrier to entry for FWA was low enough that it probably could be made by some low-level lackey, whereas ORD's cost would be high enough that it has to get approved by a bajillion people first.
